The city council will consider the proposal Monday. A final vote is expected April 26.
The Kokomo Tribune reported the five-year tax break will help bring a new research-and-development program for electric vehicles to the city.
Delphi received an $89.3 million U.S. Department of Energy grant in December to produce electric-hybrid technology in Kokomo. The company is matching the grant.
The company plans to lease and equip an empty 90,000-square-foot building and use space at its existing plant on Lincoln Road.
