The call from Louis Mahern, an active and highly respected public servant from the opposite political party to Hudnut’s, adds significantly to his proposal.
Bill Hudnut’s tenure as mayor was 16 years (1976-1991). He made maximum use of the bipartisan Greater Indianapolis Progress Committee as a public-private partnership to research, recommend and carry out his approved projects.
Indianapolis won the coveted All-America City Award from the National Civic League in 1981-1982.
Mayor Hudnut often referred to the downtown area as the “hole in the doughnut” that had to be filled. The final step in filling the hole in the doughnut is having residents move into the downtown area in both new and restored buildings, which is still burgeoning.
Mahern’s choice for the location of the Hudnut Mall is a good one—the area between Pennsylvania and Meridian streets from the Old Federal Building on the south to the beautiful expanded Public Library to the north.
