  1. Over the past decade plus, countries require data to be stored/housed in either their country and/or and acceptable country (look at just Europe alone for a example). This is nothing new and major IT companies faced this requirement going back 15+ years. As reported a couple of weeks ago, the Chinese (plus other countries) are in no position to allow Intellectual Property (IP) to be transferred to a US company. That is why, the topic of a “licensing agreement” popped up in the news a couple of weeks ago. My guess the “vehicle” that is approved to go forward will benefit Oracle as it potentially becomes the preferred platform to distribute and license software including IP from countries like China among others. It creates the “firewall” between the country that created the IP and a country that uses the software IP, and therefore addresses the big issue of “data security and accessibility” raised in the TikTok usage in the US and Australia among other countries. If this deal is approved and goes forward, Oracle’s Cloud Business will be rewarded (which is a major business line for Oracle). My guess is Microsoft proposal was focused around purchasing the TikTok software (application) and running it in the US Microsoft Cloud where Oracle’s proposal was focused on licensing the TikTok software and running it in their Cloud. Again just a guess. The noise around Trump’s connection to Larry and Safra is just that “noise” – deals like this come together for Business purposes and synergies with company cultures not for political reasons … you can find similar connections with Microsoft, etc.
