    1. JL is just engaging in hyperbole. Under D leadership, tax revenues are up and our budget has been balanced for the last several years. Do we have challenges? You bet, especially since State law restricts Indianapolis from fully governing itself and being able to set its own taxes. But overall, this is not bad news.
