    A variance is required to allow sidewalks to be built? That doesn’t sound right.

  2. Oh, I see. They apparently want to build a walkway next to the building, but not out in the public street right-of-way, which is required. I wonder when IndyParks will realize the need for and benefit of sidewalks along the perimeter of their parks, especially in urban neighborhoods.
