He also imposed a two-hour delay for local government on Wednesday.
The closings do not apply to essential personnel, Ballard said in a prepared statement issued Monday afternoon.
Marion County Superior and Circuit courts also will close on Tuesday, Circuit Court Judge Louis Rosenberg ordered.
“It is just not safe for our employees or people needing to do business with our offices to have to wait for a bus or walk blocks to this building from a parking lot,” Ballard said in a prepared statement. “I encourage people to prepare for the extreme temperatures, and local organizations to take appropriate steps on Tuesday and Wednesday morning to minimize the time people may be exposed to the elements.”
A wind-chill warning went into effect in central Indiana at noon Monday and will last until Wednesday at noon. Temperatures are expected to fall to 15-below overnight with wind-chills as cold as 40-below. Tuesday’s temperature isn’t expected to rise above 4 degrees.
The city said shelter space is available for people who lose power or heat due to weather. Those needed shelter should contact 2-1-1 or the police non-emergency number at (317) 327-3811.
Ballard is maintaining Marion County’s travel status at orange level, meaning motorists should only drive if necessary, and have an emergency kit in their cars in case they become stranded.
The Department of Public Works has suspended trash pickup through Wednesday.
IndyGo plans to run its normal schedule on Tuesday.
