The Senate Appropriations Committee approved the two-year, $28.1 billion spending plan with a 10-2 vote today.
The plan would rely on about $2 billion in stimulus money to increase funding for schools by about 2 percent in each of the next two years. Cuts made to higher education this year would be restored, and it would get slight funding increases.
After the bill passes the Senate, it will go to a conference committee where Republicans who control the Senate and Democrats who lead the House will try to work out a compromise.
The plan was proposed by Senate Republicans yesterday.
