  1. They’re not excess revenue, they’re just the road money that’s not being spent (like every year).

    Honestly, rip out 1/3 of the roads if you’re not going to repair them.

  2. Pay off bonds, fund retirement programs, do long term infrastructure investments, anything that leads to a lower cost of government in the future.
