Indianapolis, Carmel reach deal in 96th Street roundabout dispute

Carmel and Indianapolis have reached an agreement in their dispute over building roundabouts on 96th Street.

Indianapolis asked a court in June to stop Carmel from moving forward with its plan to build roundabouts at a few intersections, arguing that Carmel was improperly starting work on the project despite not having secured an inter-local cooperating agreement with the city of Indianapolis. And in August, Boone County Special Judge Matt Kincaid ordered Carmel to halt work.

The agreement—which must be approved by the Carmel City Council and Indianapolis City-County Council—allows Carmel to continue its plan to replace traffic-signaled intersections with roundabouts along 96th Street at Hazel Dell Parkway, Gray Road and Delegates Row.

Carmel has agreed to repair any local Indianapolis streets damaged during the construction detours.

The local legislative bodies have to approve the deal before Carmel can close on land acquisitions or begin roadway construction in Indianapolis. Upon approval, Indianapolis would dismiss its lawsuit.

Under the agreement, Carmel will also repave a detour route, pay to install a metering signal on a part of Gray Road during peak rush hours if traffic reaches a certain amount, and install and maintain sidewalks on the south side of 96th Street from Priority Way West Drive to River Ridge Drive.
