Just east of Arlington Ave across from what used to be the Byrd Ford dealership. Next door to what used to be Value City Dept store.
The only thing that can turn around that area is parents who are present and teach their children how to behave.
Parents can’t do that if they are working multiple jobs at odd hours.

Behaviour is perfect in other areas of the city I presume. Misbehaviour occurs only in northeast Indianapolis? Children and parents are perfect models elsewhere in Indiana?
