Bio

Shane Phillips is a housing researcher, writer, and consultant based in Los Angeles. He manages the Randall Lewis Housing Initiative at the UCLA Lewis Center for Regional Policy Studies, and produces and hosts the UCLA Housing Voice Podcast, a biweekly show that translates emerging policy-relevant research for a non-academic audience. He's the author of the book The Affordable City, which advocates for prioritizing Supply, Stability, and Subsidies and offers more than 50 strategies for improving and maintaining affordability. He has consulted for cities including Reno, NV, Grand Rapids, MI, and Hendersonville, NC, and given numerous keynote presentations across North America. Shane earned his bachelor's degree in biochemistry from the University of Washington and masters degrees in public administration and urban planning from USC.

Bio

Jim Morris is husband to Shantel (28 years), father to Dylan (21) and Kyla (18) and the President & CEO of Greater Indy Habitat for Humanity.  Jim is in his 15th year leadingthe regional affiliate that is part of the worldwide affordable housing mission. He has guided the affiliate from providing 24 housing solutions in Marion County annually to over 100 in four counties annually.  

He has a total of 35 years’ experience in both the nonprofit & market sectors.  He has spent his last 27 years in the nonprofit sector, including 22 as a CEO/Executive Director and his last role in the market sector as the VP of Marketing/Construction for a custom home builder in Florida.

 He completed his MBA in 2008 from the Crummer Graduate School of Business at Rollins College in Orlando, Florida after being awarded the Martin Bell Scholarship, a full-ride scholarship awarded annually to one senior nonprofit executive who demonstrates outstanding leadership in the nonprofit sector Jim is also a published writer, having written for several magazines.  

He was born and raised in Michigan City and finished his undergraduate work at Ball State University with a degree in Journalism & MarketingHe and his family have attended Common Ground Christian Church since 2011.

Fred Payne

Bio

Fred Payne was appointed president & CEO of United Way of Central Indiana in June of 2022. Since joining United Way, Fred has led the strategic planning effort to help distance 10,000 households from poverty in Central Indiana over the next five years.

Fred previously served as Commissioner of the Indiana Department of Workforce Development after being appointed by Governor Eric Holcomb in 2017. Fred led Indiana’s response to the extreme unemployment brought on by the COVID pandemic in 2020, which saw the state’s unemployment rate quickly rise to the highest level, 16.9%, in recent history. Under Fred’s tenure, the state unemployment rate moved down to a historic low of 2.2%. Prior to serving as Commissioner, Fred was an executive at Honda’s Indiana Auto Plant (IAP), where he had served as Chief Administrator, General Counsel, Manager of the Business Division, a member of the Company Operating Committee, and represented Honda across North America on the Retirement & 401k and Inclusion Committees.

Fred spent his early career practicing employment and labor law, representing clients in federal and state courts and before administrative agencies such as the Equal Employment Opportunity Commission, Indiana Civil Rights Commission, and the National Labor Relations Board. Frequently recognized as one of Indiana’s 250 Most Influential Leaders by the Indianapolis Business Journal, Fred is considered an expert on workforce and employment topics in the region. In 2024, Fred was the recipient of the Community Impact Award from the Recorder Media Group.

Fred earned his J.D. from Indiana University Maurer School of Law, M.A. (geography) from the University of Northern Iowa, and B.A. (political science) from Grambling State University. Fred received the Sagamore of The Wabash, the highest honor given by Indiana’s governor to individuals who have rendered distinguished service to the state.

Stephanie Quick serves as the President of Intend Indiana where she ensures the organization’s mission of connecting people to opportunity ad advancing collaborative community development through equitable financing and housing solutions is accomplished. Driven by her passion for equitable opportunities for affordable housing, small business growth and wealth building, Stephanie provides leadership and direction that will enable Intend to achieve its long- and short-term goals and objectives. Stephanie joined Intend in 2019 as its Director of Real Estate Development to lead the organization in the overall management of affordable housing development, land banking, and homebuyer outreach before being promoted to Chief Operating Officer in 2021 where she oversaw all operational andadministrative functions. Stephanie has worked in all facets of real estate development for not-for-profit, private, and government agencies with a focus on development, construction, affordable housing, and financing.

Before joining Intend Indiana, Stephanie was the Director and Vice President of Insight Development Corporation, where she secured a mix of financing and oversaw construction activities for affordable housing developments for the Indianapolis Housing Agency and Insight. Stephanie previously served as the Assistant Administrator of Community Economic Development for the City of Indianapolis where she led real estate and economic development projects and incentives.

Stephanie is a licensed Real Estate Broker and is the Managing Broker for Intend’s Real Estate Brokerage Company and is a National Diversity Council Certified Diversity Professional (NDCCDP). She is a member of the National Association of Realtors, Central Indiana Realist Association (CIRA), and serves on the boards of the Edna Martin Christian Center CBDO LLC, Fair Housing Center of Central Indiana, HOPE CDC, and IndyGo. Stephanie holds a Bachelor of Science in Public Affairs from Indiana University.

Bryan Stumpf is passionate about creating communities people love. His unique blend of expertise as a Certified Planner, Registered Landscape Architect, licensed Real Estate Broker, and experienced land developer provides a unique perspective that bridges theory and practice. Bryan is a recognized expert in the built environment, with a proven track record of translating vision into reality. He has been featured in Planning magazine, spoken at State and national conferences, and led educational sessions on bridging the gap between planners and developers.

As the Community Development Studio Lead at HWC Engineering, Bryan works with communities to create clear, accessible ordinances that foster sustainable development. He empowers communities to achieve their full potential by providing practical, innovative solutions tailored to their unique needs. Bryan earned his bachelor’s degree in landscape architecture and his master’s degree in urban and regional planning from California State Polytechnic University, Pomona. Born and raised in Southern California, Bryan, his wife, Lainie, and their 10 children are proud to call Indiana home.

Shelley Specchio is CEO of MIBOR REALTOR® Association and the Brokers Listing Cooperative (MIBOR), the professional association representing central Indiana’s REALTORS.  In 2017, she brought her desire to build and foster strong relationships and her dedication to a culture of excellence to complement MIBOR’s strong tradition of community involvement.

Born and raised in Reno, Nevada, Shelley earned her degree from the University of Nevada and began her career in the real estate industry in 1994 with the Reno/Sparks Association of REALTORS®. She went on to lead the Northern Nevada Regional MLS as CEO from 2008 to 2017.

In 2015, Shelley was President of the Council of Multiple Listing Services (CMLS), the national trade organization that serves to advance the MLS industry and she was recently elected to return to serve on its Board of Directors.  She has served on the Board of Directors of the National Association of REALTORS® and continues to participate on several NAR MLS committees and industry advisory committees. Currently Shelley serves on the Board of Directors of the Broker Public Portal (BPP), the REALTOR Property Resources (RPR), and the MLS Grid. Locally she participates on the Programs Committee of the Indiana Neighborhood Housing Partnership (INHP).

Together with leadership, Shelley and her MIBOR team focus on issues most impactful to their members’ businesses, homeownership, and the efficiency of the real estate marketplace.
