There may be a solution to the Capital Improvement Board’s financial problems, described in [the April 19] IBJ,
that are further complicated by the Pacers wanting to renegotiate their Conseco agreement.
The city administration wants to transfer ownership of the wastewater and drinking water utilities to Citizens Energy, claiming
it could more efficiently manage the utilities. Why not include Conseco and Lucas Oil Stadium in the deal? Citizens claims
it can more cost-effectively operate the utilities and should certainly be able to improve the management and finances of
the sports venues.
This would relieve the Indianapolis taxpayers of the burden of supporting rich men’s hobbies.
