Gregg tells the Evansville Courier & Press that he plans to form an exploratory committee to raise money and test public sentiment but that he's prepared to seek his party's nomination.
Gregg left office in 2002 and has worked as a registered lobbyist in a Vincennes office for law firm Bingham McHale.
His likely Republican opponent would be U.S. Rep. Mike Pence, who has said he is considering running for governor.
State law prevents Republican Gov. Mitch Daniels from seeking a third term.
