The frequent candidate for political office in Indiana used his campaign announcement to assail the two-party system that dominates the American political system.
Horning's entry into the race could draw support from whichever Republican emerges from May's primary. Indiana state Treasurer Richard Mourdock is challenging Lugar for the GOP nod. Lugar is seeking a seventh term in the Senate.
Rep. Joe Donnelly is running for the Democratic party's nomination.
Horning was the Libertarian candidate for governor in 2000 and 2008, when he received about 2 percent of the vote. He also was the Republican candidate in 2004 against the late U.S. Rep. Julia Carson in Indianapolis.
