Indiana Gov. Mitch Daniels has named one of top aides his new general counsel.

Anita Kolkmeier Samuel has been Daniels' assistant general counsel and policy director. She replaces David Pippen, who became the governor's general counsel in February 2010, but recently resigned to become a partner and chairman of the environmental law group at Indianapolis law firm Bose McKinney & Evans LLP.

Samuel's appointment becomes effective Monday.

She's served since 2005 as Daniels' assistant general counsel, specializing in state personnel matters, and as his policy director for five state agencies.

Prior to joining the governor's office, she was general counsel for then-Secretary of State Todd Rokita and was a deputy attorney general for then-Attorney General Steve Carter.

The former general counsel and senior policy director for Gov. Mitch Daniels also will serve as a member of the Utilities Law Group.
