The Evansville Courier & Press reports the Bloomington/Monroe County Metropolitan Planning Organization voted 7-6 to approve the 1.75-mile stretch of highway at the end of a contentious four-hour meeting Friday.
Last May, the panel approved a revised local transportation plan that omitted the section, citing concerns that included how it would be funded and the project's environmental impact.
State officials warned that federal money for Bloomington road projects could be endangered if the panel didn't add the section back into its plan.
