The San Antonio River Walk indeed is phenomenal, but have you looked at the time it took from when it was conceived to the cash flow situation it has now? Further, San Antonio has Air Force bases that provided a lot of young bodies with fresh cash and a desire to spend. Also, it took a while, but the water taxis actually provide a service, not just a tourist experience.
The Indy canal is new. Many Indianapolis residents simply do not know this canal exists. Regularly we take friends there who have no clue what a terrific asset the canal is. It takes a long time to get people to know a new asset. I think business models with any credibility would suggest that.
