The Johnson County community just south of Indianapolis currently has about 47,000 residents.
Greenwood Mayor Charles Henderson told the Daily Journal of Franklin that city leaders don’t know what its size will be a year from now.
The city has been looking at ways to consolidate operations after renting office space for several departments.
City Council member Ron Deer said plans can’t be made until they know how many employees will be needed. The location of the new city hall might need to be reconsidered if suburban areas are annexed, he said.
