Former Indiana House Speaker Michael K. Phillips faces drunken driving charges after crashing his car into a pay booth Tuesday night at a Circle Centre mall parking garage. Police say the 69-year-old had a blood-alcohol content of 0.16 percent—twice the state's legal limit for driving. He told officers he had "a couple glasses of wine." The Democrat served as speaker from 1988 to 1994.
