The Franklin City Council is set to vote on a proposal that would ban smoking in bars and private clubs. The council also will take public comments during a hearing at city hall at 6:30 p.m. Franklin is just one of the many Indiana communities that has discussed a potential ban or passed one. Fox 59 will have more at 10 p.m.
