The Franklin City Council voted 6-1 last night to make the city’s smoking ban one of the most restrictive in Indiana.

Franklin, located south of Indianapolis in Johnson County, previously passed a workplace smoking ban in 2006, but excluded some areas, including 21-and-over bars and private clubs.

The new ordinance, set to take effect in 30 days, has been expanded to include all enclosed workplaces, public places and city-owned facilities.

Taverns, private clubs, bingo halls and gaming facilities are included in the ban as are lobbies, hallways and other enclosed common areas in apartment buildings, condominiums, trailer parks, retirement facilities, nursing homes and other multi-unit residential facilities.

Smoking will also be banned at buildings and in vehicles owned, leased, or operated by the city of Franklin. The ordinance includes outdoor seating and service areas at restaurants, and most areas at outdoor arenas and stadiums.

Individual violators can be fined up to $50 per infraction. Employers and facility owners can be fined up to $100 for a first violation, up to $200 for a second violation and $500 for additional violations.
