The Washington-based group said Pence is the first incumbent governor it has put on its list of offices where it is aiming for a Democratic takeover.
The organization cited its opposition to Pence's signing of Indiana's religious freedom law, which drew a national backlash from critics who viewed it as discriminatory. It also pointed to Pence's support as a congressman for banning federal funding of Planned Parenthood.
State Republican Party spokeswoman Erin Reece says EMILY's List focuses on negative politics that divide people.
EMILY's List backs female Democratic candidates who support abortion rights, but hasn't endorsed a 2016 candidate for Indiana governor.
