As with nearly all issues pertaining to building and maintaining a civilized society, the question is one of “pay now” or “pay later.” We don’t get to “not pay.”
This applies to pre-schools vs. prisons, road maintenance vs. car repairs, cleaning up coal waste and paying for the negative health impacts vs. moving to sustainable energy sources.
Pay now or pay later, but we have gotta pay one way or another.
As it concerns our sewers, “later” has arrived.
