Touhy is a partner with Indianapolis law firm Doninger Tuohy & Bailey LLP. He specializes in real estate-related issues, including litigation, zoning and development.
The airport authority will also be replacing its staff general counsel soon. Gov.-elect Eric Holcomb announced Thursday that he selected the attorney in that role now—Joe Heerens—to serve as his office’s general counsel, effective Jan. 9.
Heerens has served the airport authority since 2010.
“It’s been a pleasure to serve this award-winning board for the past seven years. In many ways, it’s like family,” Heerens told the board at its monthly meeting Friday.
Before serving the airport, Heerens was chief legislative council, policy director and assistant general counsel for Gov. Mitch Daniels. Heerens previously worked as senior vice president of legal, regulatory and government affairs for Indianapolis-based Marsh Supermarkets.
