The landowner, Kip Bergman, said the company wants 200,000 cubic yards, according to the Kokomo Tribune.
The offer is additional evidence the German transmission maker is seriously considering the site for the plant, which would create 1,200 jobs. The Tipton County Plan Commission is scheduled to review the preliminary plan April 19.
The contractor told Bergman that the architectural firm that designed the site plans to award the dirt contract April 25 and start excavating May 14.
