Hoosier Property Holdings LLC of Cincinnati brought the proposal before the Shelbyville Common Council on Dec. 17. The site is near Interstate 74 at county roads 400 North and 125 West.
The development could hire as many as 300 workers by 2009. A lawyer for the developer declined to confirm that the facility would be owned by The Kroger Co., also of Cincinnati, but the site is near the Atlas Cold Storage facility, which Kroger uses for distribution.
Plans still require several rounds of approval by city planners and officials.
