The newspaper in eastern Indiana said 85 are permanent positions and 50 are temporary positions.
The company anticipates slow growth this year, and plans to recall the workers when conditions improve.
The plant supplies the data networking and specialty electronics markets with signal transmission products.
Belden is a key Richmond employer, with only Reid Hospital having a larger payroll.
