Sounds like this will be coming online at the 20 year mark. That’s probably enough to consider the baggage system depreciated.
The area that needs attention are the restrooms. They are reaching the point where they need to be renovated.
Bathroom renovations are part of this year’s budget.

Need TSA Precheck on both concourses. If flying American and handicapped your choice is no precheck or go up and down a long hill to get to gate if using TSA precheck. Makes no sense to force all precheck into one security system.
The walk “up and down a long hill” is not really that big of a burden. What is the cost to add pre-check to both sides? I really don’t have an idea, but seems like the funds could be better allocated considering it’s really not that much of an inconvenience walking the entire 100 yards.
As noted, need TSA at both A and B. Also need to upgrade wheelchairs to those used by most other airports. Carry on goes below seat and roll much easier for the attendant who pushes. Also easier on and off the ramps to and from the plane..
This is a great investment. Speed to baggage claim used to be incredibly fast at IND, but seems to have slipped over the past few years. If this project is successful, IND could regain that advantage and certainly be better equipped to handle the expected increase in passengers.
