  1. Indiana’s ANTI- Tenant Rabidly PRO Landlord laws are directly responsible for enabling bad actor landlords to operate freely in Indiana. As for ownership shifts that is a delay tactic by the exploitive landlords to maximize the draw down of money from the shackled tenants until the landlord abandons the property . To Leave a pile of unpaid debts and tax bills behind them.

  2. This is embarrasing for the city. Why in the world would the city front $850,000 from the pockets of taxpayers to pay the bills of deadbeat landlords or tenants? That makes no sense. This is why we have so many problems in our society, as people are rarely held accountable for their actions. People like Charles can cry all you want about landlord-tenant laws in the state of Indiana but this is another example of government not helping but hurting the overall process, which is typical. Most landlords are good people, especially the local owners of property, yet lately the media loves to blame property owners for all of the ills in society. Most tenants are also good people who pay their bills. We need to promote and support the good law-abiding citizens and quit making excuses for the bums: whether they be owners or tenants. Did it ever occur to the bureaucrats that they would not have this problem if the utility company billed the tenant directly? Common sense is not so common.

    1. Joe, there might be a few out there, but I’m not aware of any apartment buildings that have separate water meters for individual units. Therefore, the utility can’t very well bill the tenants directly for water and sewer usage. How about a law that allows tenants to all send their rent to the utility company in lieu of paying rent when the landlord goes so long without paying the utility that the service is going to be shut off? Is it too much to ask that the law prohibit a landlord from collecting rent or evicting tenants, if they aren’t going to provide basic services like running water?
