Precedent exists that ceded the southern portion of the original District boundaries (where Alexandria , Arlington and Falls Church are today) back to Virginia when the DC planners decided to stick to only the Maryland side of the Potomac. So, carve out the area between the White House, Treasury, the Mall, the Capitol and maybe the Supreme Court and Library of Congress as the new boundaries of the District, and give the rest back to its former rightful owners, Maryland. A “new state” can never be regarded as anything besides a cynical political power grab.
Alternatively, admit two new states – leftist Washington DC and the eastern half of California that consistently leans right. Like a new version of the Missouri Compromise.

I always feel sorry for the rest of Illinois being entirely controlled by Chicago and I’m glad Indy is not big enough to make all of the decisions for the entire state of Indiana.
