  1. I have some misgivings about the anti-transparency bill, I believe it creates a situation that is ripe for corruption. Imagine the following scenario.

    A not-for-profit foundation is established called the Indiana Citizens for Doing Good Stuff. True to their name, they do provide good stuff, such as helping homeless widows and orphans, feeding sick puppies, and providing educational initiatives and job training.

    In the background, and unavailable to citizens is the fact that they are lavishly and primarily funded by a consortium of one or more of the usual gang of legislation influencers, such as the road contractors, gaming industry, insurance lobby, for-profit correctional institutions, hospitality industry and liquor store owners.

    Of course, you need someone to run such a not-for-profit on a daily basis, and to do so, you need to hire somebody who has their finger on the pulse of the state and its people, and has a wide ranging and thorough understanding of who in the state needs good stuff being done for them.

    An obvious choice is to hire one or more legislators to either work directly for the foundation, or to serve on its paid board of directors. Talent as skilled and as knowledgeable as legislators doesn’t come cheap, and of course, they should and will be paid a healthy six-figure salary or honorarium for lending their expertise to the foundation.

    A variant on this theme is for the foundation to donate money directly to a charitable cause, such as refurbishing the Governor’s mansion, as occurred in Missouri.

    Obviously the scenario above invites improper influence as greatly as a picnic invites ants.

    However, I do admit that I have not studied the bill in depth, and I would invite anyone who knows of a reason why the above scenario (or one like it) could not occur to educate me.

  2. In recent years all sorts of new non-profits have been created for the purpose of influencing politics and public policy.

    So any new law should specify that “politically oriented organizations” must disclose information similar to that which is of individual contributions to candidate committees.

    Anything less will be used to usurp the public’s right to know who is contributing and how much is being contributed. And that would not be good for democracy.
