This is ugly. As a network engineer, it is so easy to manipulate any piece of the Internet that a company has control of, and it is so wrong. The average user can never tell where the delay is happening, and in this case, you still get access, but as second class citizen.
It’s not too different what Russia is doing where it doesn’t block access to sites in the west it doesn’t like. They just slows things down to the point that people won’t wait for it to load. For user response time, anything more than 1.5 seconds is way too slow for people to tolerate for long.
