  1. The $1 law obviously prevented many buildings from realizing their potential, which hurt schools and neighborhoods. Many buildings that charter schools used in some capacity for $1 ended up severely underutilized. In these cases, selling the parcel to private developers would give funding to the school district, fill a hole in the community, and generate new tax revenue for the community.

    If The State wants to encourage school choice (which I am certainly for when it’s properly overseen), they should add financial incentives for school districts to build new even buildings bigger. The extra space can be used by charters (or any other community stakeholder) and it can be paid for by The State + the sale of district property. There is no reason why charter schools should operate in buildings completely separate from normal district schools.

    Northview Middle School has two wings of classrooms, each containing two floors. When I was a student there, one half of one floor of one wing – essentially 1/4th of the classrooms – were dedicated to The Excel Center or some other such remedial adult education school. It was totally separate from the rest of the school and the middle schoolers never saw the adult education students. Then there is IUPUI’s realignment, which will result in Purdue renting academic space from IU for the foreseeable future (students of Purdue in Indianapolis will pay IU’s facility fees).

    These examples show how we can be very efficient with academic space. If we built K-12 schools bigger (and higher quality, with lots of natural light and other inviting features), we can better accommodate communities.

  2. “The amended bill requires school districts in Lake, Marion, St. Joseph and Vanderburgh counties—where a majority of the state’s charter schools are located—to provide a pro rata share of an operating or school safety referendum adopted after June 30 with area charters. In other counties, sharing those funds would remain optional, at least for now.

    Rep. Bob Behning, R-Indianapolis, called it a “pilot” plan “to see how this would work.”

    Who rolls out a pilot program that includes the majority of charter schools in the state? Does he really think we are that stupid, or does he just not care?

    Bob Behning will go down as maybe the most destructive individual to the Hoosier educational system of all time. He’s setting the state back economically for decades to please his donors.
