Joel Thacker

The head of the Indiana Department of Homeland Security is stepping down to lead the Carmel Fire Department.

The city of Carmel on Monday announced that Joel Thacker will assume the role of fire chief Sept. 3. Gov. Eric Holcomb appointed Thacker in 2022 to lead the state’s homeland security department after he previously served as state fire marshal and director of the state’s fire and building safety division.

Thacker will succeed the retiring David Haboush, who has worked for the Carmel Fire Department for more than 32 years, including the last nine as chief. Haboush will take the role of quartermaster until January 2026.

“Joel has been repeatedly called upon at both local and state levels for his leadership and knowledge in public safety,” Mayor Sue Finkam said in written remarks. “I am thrilled to have his expertise focused on our community, leading an impressive team that is committed to the safety of our residents, businesses and visitors.”

Thacker has more than 30 years of public safety service and previously served as fire chief of the Plainfield Fire Territory. His last day with the Indiana Department of Homeland Security will be Aug. 30.

“On behalf of the State of Indiana, I want to thank Joel for his years of service to Hoosier taxpayers,” Holcomb said in written remarks. “I am personally grateful for his commitment to public safety and constant collaboration with the Cabinet. The city of Carmel and Mayor Finkam are fortunate to have him.”

Holcomb named Jonathan Whitham as the acting executive director of the Indiana Department of Homeland Security. Whitham currently serves as the department’s chief of staff.
