Private Trine University, near the Michigan border north of Fort Wayne, approved two of these charters 7 months and 1 year ago. I don’t believe that Paramount has a charter for its proposed new K-8 girls STEM school yet, at least according to Trine’s charter school authorizing website. There has never been a public hearing for the approval of a charter for that school.
Why are PPHS, Paramount and Phalen all going hours away to private Trine for their newer charters, and no longer to the Indianapolis Mayor’s Office or the state Indiana Charter School Board?
Trine is approving groups of 5-10 charters for these charter operators, without specifying exactly which public school district or even county or region they will locate in. And then allowing the charter operator to activate the charter upon the approval by Trine’s Executive Director once the charter operator decides on the specific location. The Indiana Charter School Board, under a prior Executive Director 8-10 years ago, used to approve multiple charters at once for some charter operators, including Phalen, without having to specify the location or year of planned opening. The ICSB did, however, still hold a public hearing and take a board vote prior to activating each of those charters. Trine doesn’t appear to even be doing that.
The ICSB ended the practice of approving mutliple charters at once several years ago.
