  1. They should have had these plans on the shelf for immediate use. The agency has always complained about the issue of modernization. I left 13 years ago and the issues were the same. Changes were incremental and slow then. But in the 70s we got used to change from microfilm to computers with data segmented across 9 service centers. Then there was access across the whole system so the 9 service centers could specialize. Took 30 years (and new technology) to get this far.

    Personally, many of the issues are created by Congress who keeps changing the rules and making things overly complicated. In the 70s, anyone with an adding machine and some paper could figure out their taxes fairly quickly. Now complex computer programs are needed to determine a tax liability. (and don’t get me started on State computations.)
