The Noblesville City Council will discuss the 2016 budget when it meets Tuesday night.
The general fund has a 4 percent increase over last year, with the biggest increase coming from the fire department. Budgets for the economic development, engineering and maintenance departments decrease in 2016.
Compared to surrounding cities, Noblesville's general fund is similar in size to neighboring Fishers. Both cities have lower expenses than Carmel, which has the largest budget in the northern suburbs.
