Here is a look at what’s planned.
Finley Creek Estates
Indianapolis-based homebuilder Silverthorne Homes is proposing a residential development with 84 single-family houses on the west side of Westfield.
Plans call for the 44-acre Finley Creek Estates to be developed north of West 193rd Street and west of Freemont Moore Road. Members of the Westfield City Council heard introductory plans for the development Monday night.
A site plan shows houses would be constructed on both sides of a road going north from West 193rd Street along the narrow site with additional houses built west-to-east off Freemont Moore Road.
“It’s a very challenging site,” City Council member Patrick Tamm said at Monday’s meeting.
Finley Creek Estates would feature 1,800-square-foot one-story houses and 2,200-square-foot two-story houses. The average price would be about $550,000, according to documents filed with the city.
Plans call for 17 acres of common areas, ponds and passive recreation areas that would be accessed through internal trails. One element of Finley Creek Estates would be a community garden with benches and picnic tables.
Indianapolis-based Arbor Homes founded Silverthorne Homes in 2004. Silverthorne Homes has built neighborhoods in Brownsburg, Columbus, Greenfield, Greenwood, Indianapolis, McCordsville, New Palestine, Shelbyville, West Lafayette and Westfield.
Westfield Yard
In another development introduced to council members Monday night, Fishers-based developer Grand Communities LLC and Erlanger, Kentucky-based homebuilder Fischer Homes plan to build up to 70 town houses on the east side of Westfield.
Town houses at the development called Westfield Yard would be constructed on 11 acres south of the intersection of State Road 32 and Gray Road, and north of the Midland Trace Trail.
Jon Dobosiewicz, a land-use professional with Carmel-based law firm Nelson & Frankenberger LLC, told Westfield City Council members that the houses would be about 1,850 square feet each and priced between $350,000 and the high-$400,000s.
Westfield Yard would have 39 two-story town houses that would be built at the north, west and center of the site. There would be 31 three-story town houses on the southern end of the site near the Midland Trace Trail.
Amenities at Westfield Yard would include a dog park and an open space with seating areas overlooking a pond and fountain. A gas pipeline easement would run diagonally through the site.
“The biggest amenity is the proximity to the Midland trail and the opportunity that presents,” Dobosiewicz said. “Most of the folks who would desire to live here, their attraction to the site is the proximity and the access to the Midland.”
City Council members Jon Dartt and Victor McCarty both asked that Grand Communities and Fischer Homes enhance the exterior architecture of the town houses and use more brick than siding.
“As some folks have said, this is beachfront property when you’re on the trail and you want to have the best look as possible,” Dartt said.
Grand Communities and Fischer Homes previously introduced Westfield Yard in 2022, but they later withdrew their proposal.
Both Finley Creek Estates and Westfield Yard will receive public hearings at the Westfield Advisory Plan Commission’s meeting on Aug. 5. The Westfield City Council could vote on the pair of developments on Oct. 28.

I guess these developers know that the buyers know that we have slightly higher taxes than other cities around BUT with a new downtown all TIFfed up and the dreams of Venice Canals of Grand Park that in 20-25 years their taxes will go down IF all the new hoped-for TIF and abated projects pay off and gush money like Old Faithful.
