Hoosier Park Racing & Casino's new Winners Circle Pub, Grille & OTB is taking shape in a $3 million renovation at 20 N. Pennsylvania St. The space on the first floor of a parking garage had been vacant since Italian restaurant Vito's on Penn closed in late 2010. Prior to Vito's, the space served as home to The Cozy. The restaurant, bar and off-track betting facility is on schedule to open by mid-December, said Hoosier Park spokesman Grant Scharton. The off-track betting facility is moving from the first floor of the Embassy Suites hotel at Washington and Illinois streets, where it had operated since 1995. Its replacement: an Indianapolis Colts-themed restaurant and bar. The Winners Circle interior was designed by Rowland Design, and the architect is Ratio. (Click on each image for a larger version.)
